Seven former officials of the Bureau of State Enterprises, including former Director-General Mr. Arthur Massaquoi, Comptroller Mr. Mathew F. Koto, Mr. Mohammed V. Fofana, Ms. Kathinal Mitchell, Mr. Isaac C. Kporkulah, Ms. Jessephen Yah Dahn, and Mr. Varlee F. Sarnor, have been charged with allegations of corruption.

Case Summary

On January 20, 2026, the Liberia Anti-Corruption Commission (LACC) confirmed to the general public through its official Facebook page that the First Judicial Circuit, Criminal Court “C”, Republic of Liberia has issued a writ of arrest to six former officials of the Bureau of State Enterprises (BSE) on charges including, Economic Sabotage, Theft of Property, Misapplication of Entrusted Property, Criminal Conspiracy, Criminal Facilitation. The writ of arrest was issued arise from an indictment prepared by a Grand Jury duly selected, empaneled, and sworn.

LACC statement further reveal that among those arrested are under the jurisdiction of the Honorable Court. Those includes: Former Director-General Mr. Arthur Massaquoi, Comptroller Mr. Mathew F. Koto, Mr. Mohammed V. Fofana, Ms. Kathinal Mitchell, Mr. Isaac C. Kporkulah, Ms. Jessephen Yah Dahn. The release also noted that Mr. Varlee F. Sarnor is WANTED by the Court.
