Summary of the Case On April 8, 2025, The Frontpage Africa newspaper revealed that sources within the Liberia Revenue Authority informed the paper that nearly 50 employees of the Liberia Revenue Authority are suspected of submitting fraudulent hospital receipts to claim reimbursements, thus defrauding the institution of thousands of U.S. dollars. The paper also reported that the fraud involves claims under an Emergency Medical Insurance Reimbursement Program set up by the LRA, in July 2024, after delays in the procurement process for a new insurance policy. The Liberia Revenue Authority employees had been without medical insurance for several months and the administration decided to reimburse staff for medical expenses up to $75 per person, which was the same benefit level as the previous year’s policy. The paper also alleged that an initial report had unveiled some employees of submitted fake receipts for medical treatments, with some individuals allegedly receiving as much as US$300 in reimbursements – a sum that includes claims for themselves and three dependents, at a reimbursement rate of $75 per person. The Frontpage Africa newspaper also stated in its report that the LRA’s Professional Ethic Division (PED) had launched an Investigation into the issue.
Nature of the Case The Frontpage Africa newspaper reported that nearly 50 employees at the Liberia Revenue Authority submitted fraudulent hospital receipts to claim medical insurance reimbursements, thus defrauding the Liberia Revenue Authority of thousands of United States dollars. The Liberia Revenue Authority Professional Ethics Division has launched an investigation into the issue .
